Is a cosmetic procedure to modify a eyebrow with which one was born different (having black skin color and dark, wide hair extending to the forehead) considered an alteration of Allah's creation and thus a sin?

The matter concerning cosmetic surgeries is detailed as follows: if the surgery is to remove a visible disfigurement, then it is permissible to perform it; but if it is merely for beautification, then it is not permissible.
