The conditions set by the state for the grant must be observed, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." It is not permissible to waive the grant in exchange for money, because the state often grants it for personal benefit and does not permit its sale.

Furthermore, it is not permissible to emigrate from Muslim lands to non-Muslim lands for those who cannot perform the rituals of their religion and fear temptation. However, it is permissible to reside in a land of disbelief out of pressing necessity or a preponderant benefit, provided that one's religion and morality are secure, as well as the religion and morality of those under one's care.
