Are the sporadic discharges that a woman experiences after ablution, where they stop for an hour then return, or appear a short time after ablution, considered سلس (incontinence) that permits her to perform ablution once when the time for prayer begins?

These discharges invalidate ablution (wudu') but are pure. Whoever is afflicted by them falls under the ruling of one with chronic discharge (sahib al-salas). She should perform ablution after the entry of the prayer time and pray, and what exits from her does not harm her. However, if the discharge ceases for a period sufficient for purification and prayer, she is obligated to repeat ablution. Some scholars are of the view that her ruling is that of one with chronic discharge, so she performs ablution after the entry of the prayer time and prays, regardless of whether the discharge ceases or continues. If the menstrual cycle is irregular and not consistent, there is no objection to adopting the latter opinion.
