What is the ruling of Islamic law on the presence of guards in front of and around the Noble Sanctuary (Haram Sharif), and sometimes between the rows of worshippers during congregational prayer? And what is the ruling on the prayer of worshippers who prostrate in front of these guards? And what is the ruling on the Imam of the Two Holy Sanctuaries (Haramain) for accepting this matter or for not inviting these guards to pray with him?

Guarding is legitimate and has degrees. Some are obligatory, like guarding during the fear prayer (Salat al-Khawf), and some are permissible, like someone who hires himself out to guard markets and public places. Guarding people in the Haram facilitates thousands joining the Imam in prayer, allowing people to devote themselves to worship without being preoccupied with their belongings and money. This is considered a legitimate interest in Sharia.
