What is the ruling on borrowing or lending from the mosque's collected funds to meet its needs?

The funds collected for the mosque are endowment (waqf) funds. It is not permissible for the one in charge of them to borrow from them for himself or for others, as he is entrusted with them to spend only on the needs of the mosque. The jurists have stipulated that the supervisor is not allowed to take anything from the endowment money as a guarantee, nor is he permitted to lend it.
