How can one deal with a husband who is extremely and excessively jealous of his wife's relatives, accuses her of loving one of her cousins, and wants to prevent her and her mother from maintaining ties of kinship?

The husband does not have the right to prevent his wife's mother from hosting her relatives, but he does have the right to prevent his wife from mixing with them in a suspicious manner. He must provide her with an independent dwelling. The wife must obey her husband in what is good and lawful, and her husband's right over her is more obligatory than her mother's right. She must be dutiful to her mother and maintain ties of kinship in a way that does not violate Islamic law or conflict with her husband's right. It is forbidden to incite her to divorce without a legitimate reason.
