Is marriage predetermined, or does one have a choice in it? And if it is predetermined, why does Allah hold a woman accountable if she marries a non-Muslim?

Allah decreed all matters before the creation of the heavens and the earth. Everything a person will do, including marriage and other actions, has been written for them, and they cannot deviate from it. However, a person is not absolutely compelled in their actions; rather, they perform them by their own will and desire. Therefore, a Muslim woman marrying a non-Muslim necessitates divine punishment because she has committed a divine prohibition by her own choice.
