Is increasing Instagram followers by following large accounts then unfollowing them after they follow you permissible or forbidden?

There is no objection to using Instagram as long as it does not violate the platform's terms, with an emphasis that following and posting should be in what pleases Allah, so that the user becomes a key to good, not to evil.
