There is no harm in using the aforementioned inhaler as long as it does not contain perfume, especially since it is for medicinal purposes. As for it containing oil, there is no harm in it as long as it is not perfumed, because what is forbidden is perfumed oil, but non-perfumed oil, like regular oil, has no sin in it.
