What is the ruling on raising the hands when passing by a graveyard and greeting the dead?

Greeting the inhabitants of the graves is a confirmed Sunnah by saying: "Peace be upon you, O inhabitants of the dwellings, from among the believers and Muslims. Verily, God willing, we shall join you. I ask God for well-being for us and for you. O God, do not deprive us of their reward, nor let us be misguided after them, and forgive us and them. May God have mercy on those who have preceded us and those who will come after us."

Raising the hands when passing by graves has not been established. Rather, what is established is raising the hands when supplicating for the inhabitants of the graves, as the Prophet, peace and blessings be upon him, did when he visited the graves and supplicated for their inhabitants and raised his hands.
