Is it permissible for me to personally dismantle brothels and implement the Hadd punishments for zina (unlawful sexual intercourse) and hirabah (unlawful warfare/banditry) upon those who run them, after security authorities refused to take action, claiming that the women involved in zina are from the same country?

You should advise those in charge of the center with wisdom and good counsel. If they are men, advise them directly. If they are women, assign righteous women to invite them [to goodness].

This falls under the category of enjoining good and forbidding evil, which is changing evil with the tongue. If you are unable to change it with your tongue, then you must condemn the evil in your heart, which is the weakest form of faith.

As for the implementation of punishments (Hudud), no one has the right to implement them except the ruler or his deputy. Individuals are not permitted to implement them, to prevent chaos.
