What is the ruling on someone who is able to change an evil, represented by the presence of women who rent out their private parts next to him, while he lives in a country that claims to be Islamic?

The spread of indecency is one of the abominations that must be changed according to one's ability, for the Prophet, peace and blessings be upon him, said: "Whoever among you sees an evil, let him change it with his hand; if he is unable, then with his tongue; if he is unable, then with his heart—and that is the weakest of faith." Therefore, whoever learns of a transgression should forbid it gently and wisely. If the person does not desist, then he should be reported to someone who has authority over him. As for changing with the hand, it may lead to greater harms. Thus, the responsibility towards this abomination is to forbid it and inform the competent authorities, such as the authorities or scholars.
