Is the one who provides internet to his neighbors sinful if they use it in ways that displease Allah? And what is the solution?

It is not permissible to give an internet connection to someone who is likely to use it for unlawful purposes. One must choose someone who is likely to use it for permissible purposes. If such a person is not found, then one should limit it to a personal subscription or obtain a connection from an existing shared group.
