It is permissible to give to a worker with the intention of zakat at the time of giving, if the worker is eligible for one of the eight categories mentioned in the Quran. This will suffice for the obligatory zakat, even if it is before the completion of the hawl (one lunar year), as long as the wealth has reached the (minimum threshold). However, if the worker is not eligible, or if the intention of zakat was not present at the time of giving, then it will not be counted as zakat.
