Why does the rule: "Forgetting rulings due to the power of desires does not negate accountability" not apply to someone who masturbated while having forgotten their fast?

Masturbation is forbidden for both a fasting person and a non-fasting person. Forgetting and engaging in masturbation does not invalidate one's fast according to the Shafi'is and Hanbalis, because a forgetful person is not held accountable while in a state of forgetfulness. They cite the hadith: "Indeed, Allah has pardoned for my Ummah their mistakes, their forgetfulness, and what they are forced to do."

Whereas the Malikis hold that consuming something that breaks the fast, even if done forgetfully, invalidates the fast, even if there is no sin in it, and thus requires making up the fast.

Some jurists are of the view that forgetting rulings due to strong desires does not negate accountability.
