Is it permissible for women to wear colored handbags and scarves other than white and black?

There is no objection to a woman carrying colored bags or wearing colored scarves, so long as they do not cause temptation (fitna). The dress of a Muslim woman is not exclusive to the color black; she may wear any color if it covers her 'awrah (private parts), does not involve imitation of men, is not tight, is not transparent, and does not cause temptation.
