Is the saying "He who seeks guidance from Allah does not fail, and he who consults does not regret" a Prophetic Hadith?

This hadith is not authentic from the Prophet, peace and blessings be upon him. It was narrated by Al-Tabarani in his two dictionaries, Al-Kabeer and Al-Saghir. Al-Hafiz said about it in Al-Fath, "with a very weak chain of narration," and it was deemed weak by Al-Haythami and Al-Albani.
