Is it permissible for a man to marry the sister of a person who committed sodomy with him 15 years ago, knowing that the man has repented and regrets his deed which he committed when he was young?

Sodomy is one of the gravest major sins, and its perpetrator deserves to be stoned if he is an adult. Nevertheless, this does not affect the permissibility of marrying the sister of the passive partner, because she is not among the women forbidden in the Quran or Sunnah. And whoever has committed this should continue their repentance and remorse.
