What is the ruling on trading in fictitious tax invoices and profiting from them, after you issued a fatwa permitting their submission to ward off exorbitant taxes?

It is permissible to create fictitious invoices if taxes are unjust and oppressive, but it is not permissible to trade in them and profit from them; because forgery is forbidden except in cases of necessity, and necessity is estimated by its extent. If a person needs them, it is obligatory to provide them to him without compensation, unless the person expends money and effort in removing an injustice not specifically incumbent upon him, in which case it is permissible for him to take compensation.
