Whoever finds an item of value in a public bus must announce it, for example, by informing the bus passengers or its driver, while leaving contact information. If this is not done, then one must attempt to contact the driver or the authority to which the bus belongs. If the found item has been announced for a full year and its owner has not appeared, then it can be given as charity on their behalf, or sold and its price given as charity on their behalf. The basis for found items (Luqata) is the Hadith of Zayd ibn Khalid: "Recognize its container and its tie, then announce it for a year. If its owner comes, [give it to them]; otherwise, it is yours to deal with." Scholars have differed on the permissibility of benefiting from it if its announcement was delayed due to ignorance or forgetfulness, and Ibn Qudamah mentioned two views on this.
