Is the Farewell Tawaf waived for the people of Jeddah after Hajj?

The Farewell Tawaf is obligatory for anyone who intends to depart Makkah after completing the rituals, based on the statement of Ibn Abbas (may Allah be pleased with them both): "The people were commanded that their last act be circumambulation of the House, except that it was lightened for the menstruating woman." This hadith indicates the obligation of the Farewell Tawaf. Al-Shafi'i and Ahmad are of the view that it is obligatory for everyone who departs Makkah and leaves it, whether the distance is far or near. Thus, the correct opinion is that the Farewell Tawaf is obligatory for the people of Jeddah and those in a similar situation. Whoever neglects it must offer a dam (sacrificial offering), which is a sheep or one-seventh of a cow, to be slaughtered in Makkah and distributed among the poor of the Haram.
