What is the jurisprudence of priorities (fiqh al-awlawiyyat) and similar sciences that should be taught to children so they may grow up as worshippers of Allah and servants of His religion, and what are the qualities of a teacher I should seek, and how can these principles be instilled in youth given the limited time and irregular attendance?

You must strive diligently in raising your children and supplicate for their well-being, while focusing on the priorities of education: beginning with the meaning of "there is no god but Allah" and that worship is for Allah alone, then teaching them ablution (wudu) and prayer (salat) and what is individually obligatory upon every accountable person, and instilling noble morals. Seek help from righteous people and be a good role model for them, and teach them the biography of the Prophet (peace be upon him) and the stories of the Companions in an easy and understandable manner, so that they may emulate them in exalting the word of Allah.
