Hajj and Umrah are superior to giving charity with their monetary value, unless there are needy relatives or people in dire straits; in such cases, giving charity is better. Spending on transitive acts of worship, such as sponsoring students of Islamic knowledge and Quran memorization schools, is better than spending on intransitive acts of worship. Those who are negligent must be alerted, enjoined to good, and forbidden from evil to achieve balance and obey Allah in all His commands.
