It is not permissible to ask people for the sake of studying unless it is necessary, like earning a livelihood, and the asker finds no alternative to begging. However, if the study is supplementary, or if the asker can postpone it without harm, then it is not permissible for him to ask people. The asker should issue a fatwa for himself and present the details of his situation according to these guidelines, for the fatwa of a mufti does not make a forbidden thing permissible if the reality is contrary to what was described to him.
