Is it permissible to take out a loan from a bank with interest to buy a house, based on a fatwa that permits it in a European country? And does the wife bear the burden of continuing this loan if the husband insists on it?

Borrowing with interest is usury (riba), which is impermissible unless one fears perishing or facing extreme hardship that cannot be alleviated except through interest-based borrowing. If a Muslim can find housing, even by renting, then it is not permissible for him to borrow with interest, for usury is forbidden at all times and in all places.
