What is the ruling on one who recites the Quran and legitimate ruqyah over oil or water and then sells it to people for medicinal purposes? And is it permissible for a menstruating woman to recite the Quran and legitimate ruqyah over oil or water to treat others?

Taking payment for Ruqyah Shar'iyah is permissible, and the Companions did so, with the Prophet (peace be upon him) approving of it.

As for selling water and oil upon which Ruqyah has been recited, there is no harm in it, as it is considered a type of medicine.

It is permissible for a menstruating woman to perform Ruqyah on herself or others with Ruqyah Shar'iyah, whether the Ruqyah is without the Qur'an or with the Qur'an, according to the more preponderant opinion, based on the preponderant permissibility of a menstruating woman reciting the Qur'an.
