The covering (Kiswah) of the Holy Kaaba is prescribed or recommended, as it is a form of glorifying the Sacred House of Allah. The Kaaba was covered even before Islam, and this practice continued thereafter. The Kaaba's covering does not diminish the wealth of Muslims, and the problem of impoverished Muslims today will not be solved by what is spent on the Kiswah or on building mosques. As for over-decorating mosques and extravagance in their ornamentation, the has forbidden it.
