What is the ruling on lying while swearing on the Qur’an, when there are witnesses and evidence that incriminate the liar, and what is the ruling on the official who knows about this but takes no action?

Lying is forbidden in Islamic law because it contradicts truthfulness. The Prophet, peace and blessings be upon him, warned against it, explaining that it leads to immorality and Hellfire. A Muslim should advise his lying brother and remind him of the danger of lying. For whoever does not abandon false speech, Allah has no need for him to abandon his food and drink. If the liar does not mend his ways, no responsibility should be entrusted to him. However, the denial of a liar by oath does not necessarily mean he is a liar, even with evidence, as there might be a misunderstanding, as happened with Jesus, peace be upon him, when he believed the man who swore by Allah that he had not stolen, and disbelieved his own eyes.
