Is delaying the declaration of error in teaching considered disbelief (kufr) or apostasy (riddah), and is it deemed an upholding of falsehood and an alteration of Allah's law? And is everyone who speaks about Allah without knowledge an absolute disbeliever and apostate, or is there further detail to the matter?

It is not permissible to speak about the religion of Allah without knowledge, and it is among the grave sins. Whoever does so must repent and not return to it, and leave the matter of speaking about the religion to those who are qualified. As for someone who errs in a religious matter without knowledge and delays conveying the correct information after learning it, they are not considered a disbeliever or an apostate, but they have erred and must repent. The legislator (Musharri') is one who introduces a law other than the law of the prophets. As for one who speaks without knowledge, their ruling varies depending on their situation and what they say; it could be a sin or disbelief. And the speaker could be a transgressor, or a disbeliever, or something else if there is a preventing factor.
