Is it permissible to disinherit one of the children because he is rich, stingy, and does not inquire about his mother?

If the deceased woman bequeathed her wealth to be divided among her heirs or some of them after her death, this is a bequest to an heir, which is forbidden by Islamic law, due to the Prophet's (peace and blessings be upon him) saying: "There is no bequest to an heir." It is not enforceable unless the heirs permit it.
