Designating the recitation of Surat Al-Waqi'ah collectively after Fajr has no legal basis (in Islamic law), for the Prophet (peace be upon him) and his companions did not do it. Nor is there any narration about reciting adhkar (remembrances) in a collective voice. The Prophet (peace be upon him) said: "Whoever introduces into this affair of ours that which does not belong to it, it will be rejected." Raising the voice in supplication and reciting the Qur'an collectively is an innovation. The Maliki jurists have stated that if a reciter vocalizes his recitation in the mosque and makes it a habit, he should be ordered to stand (i.e., to stop or to leave).
