What is the ruling regarding a husband's repeated utterance to his wife: "I divorce you by oath" (علي الطلاق) during every dispute, especially if he says: "If you spend even one Riyal from your account, then you are divorced from this moment"?

A man's swearing by divorce is considered unlawful by some scholars, and reprehensible by others. Some scholars have granted a woman the right to seek divorce from a husband who frequently swears by divorce. The majority of scholars hold that a wife is divorced if her husband breaks his oath of divorce, whether he intended divorce or merely a threat. Some scholars consider one who swears by divorce as a threat to be like one who swears by Allah, obligating an expiation for the oath but not a divorce. The prevailing fatwa is that if your husband breaks his oath of divorce, your divorce occurs. So, if he swears that you should not dispose of your property, your disposing of it will result in divorce. It must be noted that a husband does not have the right to prevent his adult wife from disposing of her own property.
