Is the mother obligated to accustom her four-year-old daughter to modest dress and to memorize the Qur’an, following the example of her deceased father’s eagerness for that?

The mother should strive to raise her daughter and refine her morals, for neglecting children in their youth harms them in adulthood. It is recommended to accustom a young girl to modest dress so that she grows up with it, and she must be obligated to cover herself if signs of womanhood appear on her before the age of ten. Memorizing the Qur'an for the daughter is a great virtue, and it fulfills her father's desire.
