Can the mother perform Umrah from Al-Taneem after staying for a month in Makkah while menstruating, given that her intention was to perform Umrah upon her return to Makkah from Madinah, but she did not enter into ihram from the miqat of Madinah due to menstruation?

If the mother abandons her intention to perform 'Umrah and enters Mecca without ihram, there is no blame upon her. If she wishes to perform 'Umrah while she is in Mecca, she must go out to the nearest point in the hill (area outside the Haram boundary), such as Al-Taneem (Aisha Mosque), and enter into ihram from there, following the example of the Prophet (peace be upon him) when he commanded Aisha to do so. Going out to the hill is necessary to combine the hill and the haram in the ritual, just as is the case for the pilgrim who stands at Arafat (in the hill) and then enters Mecca (the haram). This is the view of the majority of scholars. Whoever enters into ihram from within the haram is obligated to offer a dam (sacrificial animal), except for what was stated by Ata and Malik. The schools of thought agree that all directions of the hill are equal and not limited to Al-Taneem.
