What is the ruling on selling a water cooler that is out of order and unused, that was endowed to the mosque, and spending its price on the mosque's needs, or moving it to another place for its benefit?

The intention and conditions of the endower (waqif) must be observed. It is not permissible to dispose of the endowment (waqf) in a manner contrary to the endower's intention, except in cases of necessity, such as when the endowment becomes inoperative. If the water cooler is an endowment for the mosque and cannot be utilized there, it should be moved to another mosque that needs it. If no mosque is found, it should be moved to any place where people need it, such as a military unit. However, it should only be moved to a military unit if there is no mosque that needs it. It is permissible to move an endowment if doing so is more beneficial, as Sheikh Ibn Uthaymeen fatwaed, and it is not permissible to sell it as long as it can be utilized elsewhere.
