What is the ruling of Islamic law regarding scholars who issue fatwas according to the whims of the ruler, prohibiting what harms him and permitting what is in his interest? And is one who denounces them for that sinful?

He who issues a fatwa out of ignorance or intentionally contradicts the truth has committed a grave sin, and his action is among the steps of Satan, who enjoins evil, indecency, and speaking about Allah without knowledge, which Allah the Almighty has forbidden. Following a scholar's whims or the whims of people in contravention of Islamic law leads to discord and misguidance, and evil scholars are the worst of creation. The error of a scholar, if he errs, must be clarified with respectful discourse, which is a legitimate and required matter. The default for a Muslim is integrity, and it is an injustice to accuse people without clear proof or to harbor ill thoughts about them without justification, for that is slander and a manifest sin.
