What is the ruling on birth control in Islam, with supporting evidence?

It is permissible to regulate birth if there is a legitimate interest, such as the mother's exhaustion due to successive births, or a danger to her life, or her weak constitution, provided that this does not lead to a complete cessation of childbearing.
