What is the ruling regarding one who calls for birth control?

The Council of the Senior Scholars issued a resolution regarding birth control and its regulation, stating: "Since Islamic Sharia encourages the increase of offspring and considers it a blessing, the assertion of birth control or prevention of pregnancy conflicts with human nature and Islamic Sharia. It is an attempt by proponents of birth control to undermine Muslims. Therefore, the Council resolves that birth control is absolutely impermissible, and preventing pregnancy for fear of poverty is also impermissible. However, if pregnancy prevention is for a verifiable necessity (such as a difficult birth) or its delay is for a benefit perceived by the spouses, then there is no objection to that, in accordance with authentic hadiths and what has been narrated from the Companions regarding the permissibility of coitus interruptus, and in line with what jurists have explicitly stated about the permissibility of taking medication to expel the sperm before forty days. Preventing pregnancy may even become obligatory in cases of verifiable necessity."
