The answer

It is not permissible to remove people and expel them from their places in the , whether for circumambulation () or prayer, because this harms them and deprives them of their right, and people in the House of Allah are equal. Allah Almighty said: (equal are the resident therein and the visitor). This contradicts the guidance of the Prophet (peace be upon him) and the Rightly Guided Caliphs after him, as there was no beating or expelling of pilgrims. Whoever precedes to a place has a greater right to it.
