Is the Hajj of one who circumvents the Hajj permit system accepted, or of one who enters Makkah without ihram and then assumes ihram from within it and pays the expiation accepted?

Some scholars prefer charity over Hajj if the latter is financially burdensome. If one assumes ihram for Hajj from Makkah without passing through the Miqat, a compensatory sacrifice (dam) is required. If one assumes ihram but does not remove sewn garments, a fidyah (expiation) for harm is required (fasting three days, feeding six poor people, or sacrificing a sheep). As for cheating and lying, one's Hajj is valid, though sinful, as it is no less significant than performing Hajj with unlawfully acquired money. This is the view of the majority of scholars.
