The answer

is obligatory on money accumulated from a salary if it reaches the (the equivalent of 85 grams of gold or 595 grams of silver) and one hawl (lunar year) has passed on it. The amount of zakat is a quarter of a tenth (2.5%). If you own gold that is not intended for adornment, or is intended for adornment (according to the opinion that zakat is obligatory on it), the money is added to it to complete the nisab, and zakat is then paid on the total amount. As for paying zakat to a brother studying at university, this has been previously detailed in earlier fatwas.
