Most of the messages circulated via email regarding winning prizes are scams and fraud intended to take people's money. One must be cautious of them and inquire with the relevant authority about the truth of the matter.

If it is assumed that the amount is real, and if it is from the proceeds of unlawful gambling, then it must be spent on the welfare of Muslims. It is permissible to pay a fee or tax to obtain it, provided it is justified. If significant effort was expended to obtain it, then it is permissible to take a customary wage for that effort.

However, if it is not from the proceeds of gambling, but rather an incentive prize, then there is no harm in taking possession of it and paying the necessary tax to obtain it.
