A person in a state of ritual impurity (junub) is not permitted to perform tayammum unless water is unavailable or there is a fear of harm from using it. In such a case, he should make the intention for tayammum, strike the earth once, and wipe his face and hands. There is no difference in the tayammum for major ritual impurity compared to minor ritual impurity, except that for major tayammum, sequential order (tartib) and continuity (muwalat) are not required. If a person in a state of ritual impurity performs tayammum for prayer, he is permitted to do what is permissible for one who has performed ghusl. Tayammum temporarily removes the ritual impurity until it is nullified by the same things that nullify water purification, or by the availability of water. As for the rule "dispensations are not tied to acts of disobedience," it means that a person who is disobedient through his action is not aided by religious dispensations. For instance, someone whose disobedience is the journey itself, such as a traveler for an unlawful purpose, is not permitted the dispensations of travel. However, if a person's disobedience occurs during a permissible journey, then the dispensations are permissible for him because the journey itself is permissible.
