Is saying, "I promise You, my Lord, that for every 500 Riyals, I will give out 100 Riyals," considered a form of vow (nadhr)?

This phrase is not a vow, because a vow requires a formula of commitment. However, it is a promise, and fulfilling it is recommended according to the majority of scholars.
