Does the husband's statement, "If Allah blesses me with an opportunity to work abroad, I will give out 10% of my salary for the sake of Allah," and then his saying, "I will start from now," constitute a vow to Allah Almighty? And is it permissible to take from this percentage when necessary to purchase basic necessities?

A vow (nadhr) is a commitment made by a legally competent Muslim to perform an act of devotion. It requires verbal articulation for those capable, or writing or gesturing for those unable to speak. It is not a condition to utter the word "nadhr"; rather, it is valid with any expression that indicates commitment, such as saying, "It is incumbent upon me for the sake of Allah to do such-and-such."

However, the husband's statement, "If Allah honors me with an opportunity to work abroad, I will donate 10% of my salary for the sake of Allah," is not considered a vow, because the phrasing lacks the form of a vow or anything that indicates commitment. Therefore, he is not obliged to do anything.

As for what one thinks to oneself, it entails no consequence, for the Prophet, peace and blessings be upon him, said: "Indeed, Allah has forgiven my nation for whatever crosses their minds, so long as they do not act upon it or speak of it."
