What is the religious ruling on fining a man who caused a car accident while intoxicated, knowing that he is a foreigner and penniless, and that the police have confiscated his car to sell it to cover the cost of repairing the damaged vehicle? Is it permissible to pardon him in this case, and what is the reward for doing so?

Holding the intoxicated person responsible for the accident and compensating the injured party is the correct procedure. Waiving one's right and forgiving the wrongdoer is permissible, and Allah Almighty says: (And let them pardon and overlook. Would you not like that Allah should forgive you?), and (But whoever is patient and forgives, indeed, that is from the matters [requiring] determination). And the Messenger of Allah, peace and blessings be upon him, said: "Charity does not decrease wealth, and Allah does not increase a servant who pardons except in honor, and no one humbles himself for the sake of Allah except that Allah raises him."
