Is it permissible to take Zakat or Sadaqah money to complete building a house?

If you are in need and unable to complete the construction of your house, it is permissible for you to take zakat or a portion of it to complete it, provided that it does not exceed your need. However, if you are wealthy and only seeking assistance, it is not permissible for you to take zakat, because it is not lawful for the rich.
