Is it permissible to build a family home for a needy person from Zakat funds or from usurious gains?

The uses of zakat are specified in the verse: "Indeed, zakat expenditures are only for the poor and for the needy and for those employed to collect [zakat] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler." The basic principle is that zakat should be given to the poor person to manage it himself. However, if he is unable to manage it well and you see that his best interest lies in building a house, then this is good, and the house is considered his property. As for usurious gains, they must be disposed of by spending them on charitable works, such as building houses for the poor and needy.
