Is it permissible to give zakat to a relative to buy a home or establish a project to improve his financial situation, knowing that he works and provides for two families, and lives with them in one apartment?

It is permissible to give to the poor from Zakat funds if they do not have enough for themselves and their dependents for basic needs. It is also permissible to buy a house for the poor from Zakat funds. As for giving Zakat to the poor to start a project, the Zakat money must first be given into their ownership, and then they may dispose of it as they deem beneficial to themselves.
