Is it permissible to purchase an apartment building with Zakat funds to house the poor and the needy?

Ibn Jibreen held the view that it is permissible to build homes for the poor and needy from zakat funds if they do not have shelter or if their income is insufficient for it, considering that zakat is for fulfilling the needs of the poor, and housing is one of life's necessities. On the other hand, Al-Uthaymeen believed it is not permissible to purchase a house for the poor with zakat money. Instead, a house should be rented for them, and the remaining funds should be directed to other poor individuals, because buying a house might deplete a large amount of money. It appears that the matter depends on the needs of the poor and the housing conditions. It is permissible to give the poor from zakat what enables them to build or buy a house to meet their essential housing needs. However, building homes to house them without transferring ownership is not permissible because zakat is about ownership, not lending. If the intention is to transfer ownership to them, it is better to give them the money directly so they can build or manage it themselves, as a condition for zakat to be valid is that ownership is transferred to the poor.
